Does moving the load closer to the fixed end always reduce deflection?

Yes — both deflection and the free-end slope reduce as the load moves closer to the fixed support, since the effective lever arm the load acts through is shorter. The bending stress at the fixed support also reduces correspondingly.

What's measured beyond the load point on this beam?

The unloaded portion of the beam beyond the load remains straight (assuming the load itself doesn't induce further loading), simply rotating rigidly at the slope set by the loaded section — the calculator accounts for this when working out deflection at the free end.
